DAILY BRIEF: MoU unravels as CENTCOM hits southern Iran, oil surges

The US-Iran Islamabad MoU has begun to visibly collapse. After the IRGC struck a third vessel in the Strait of Hormuz, Washington revoked the oil-sanctions waiver (General License X), a clear violation of MoU Article 10 by Iran's own reading, and then late tonight CENTCOM launched its most significant strikes on southern Iran since the June ceasefire (Sirik, Qeshm, Bandar Abbas). Oil is up 5-6%, Gulf states are condemning Iran en masse, and an Iranian retaliation window looms over the next 24-72 hours.
What happened in Hormuz today?
- UKMTO logged three separate vessel incidents within ~24h: Qatari LNG Al Rekayyat, Saudi-flagged Wedyan, and a reported UAE Al Maryah. These are now cross-bloc corroborated as real incidents; attribution to the IRGC is Gulf/Israeli/US-sourced, and Iran neither confirms nor denies.
- Qatar summoned Iran's deputy ambassador; Saudi Arabia, UAE, Bahrain and the GCC SG condemned "Iranian aggression." Baqaei called Qatar's claim "questionable" and reasserted Iran's right to "manage" Hormuz. JMIC/UKMTO raised the threat level to "Severe."
How far did the US escalate?
- ~2050Z: Treasury replaced GL X with a 10-day wind-down licence (GL X1), barring new Iranian crude/petrochem purchases from 7 Jul. Iran MFA called it a "flagrant violation of MoU Article 10."
- ~2116Z: CENTCOM confirmed on-record "a series of powerful strikes." Iranian state media (multi-source, cross-bloc) reported 7+ explosions at Sirik, ~6 near Qeshm, and multiple at Bandar Abbas including the Shahid Haqani small-boat port.
- Per Axios/Reuters (US official), targets were air-defence, SAMs, anti-ship cruise-missile and drone sites, and port facilities; strikes "4-5x larger than 10 days ago." Battle-damage and target lists remain US-sourced and unverified.
- Trump reportedly ordered the strike from Ankara (Axios, single US-source). US warships are reportedly on standby for a naval blockade (WSJ, single-source). Pezeshkian cut short his Najaf trip and flew back to Tehran mid-strike (cross-source).
What does it mean for oil?
- Brent moved from ~$71 to ~$74-77 intraday; WTI to ~$72. The war premium absent yesterday is partially back.
- Key uncertainties: whether Iran enforces Hormuz closure versus signalling; whether the US follows through on a blockade; how many more nights of strikes.
Is the MoU dead?
- Materially unravelling. Deputy FM Gharibabadi says US strikes violate Articles 1 and 2; Iran will take "decisive measures."
- Araghchi tied the tracks together: no resumption of talks until the MoU's Lebanon clause is implemented, no final deal until Israel withdraws from Lebanon. The ~14-15 Jul Islamabad round is now in serious doubt.
- Government spokeswoman Mohajerani and info-chief Ahmadnia publicly rebuked the heckling of Araghchi/Pezeshkian at the funeral, confirming the incidents were real. Hardliner Shariatmadari declared Trump "wajib al-qatl."
