Trump nears decision on striking Iranian energy infrastructure as Gulf states lobby against it

4 min read

Four US outlets (CBS, Axios, CNN, WSJ) report President Trump has approved or is close to approving strikes on Iranian refineries, power plants and possibly nuclear sites. The State Department issued a coordinated evacuation-consider advisory across roughly 11 Middle East posts, unusually including Egypt. Late in the window, Axios reported MBS phoned Trump urging him not to strike. No kinetic start is confirmed as of writing.

What did Iran actually hit?

  • UKMTO reported two incidents: a tanker struck by a projectile 11nm NE of Lima, Oman (engine room damaged, no casualties), and an explosion 21nm NE of Khasab. Both were carried by Israeli, Iranian, Gulf and Western channels: genuine cross-bloc corroboration.
  • Bloomberg identified the first vessel as the Bermuda-flagged LNG carrier Gaslog Shanghai, carrying a Qatari cargo loaded 27 July, AIS off since 31 July. Gaslog's confirmation is single-source via Arabic feeds.
  • Kuwait's Defence Ministry said a northern government facility and civilian vehicles on Bubiyan Island were hit by drones, with material damage, no casualties. Kuwait's MFA and the GCC condemned "continued Iranian aggression": the strongest data point of the day, a Gulf government attributing a strike to Iran.
  • From ~22:00Z, Iraqi, Iranian, Israeli and Kurdish channels reported drone strikes on Iranian-Kurdish opposition sites in Tasluja/Dukan and interceptions over Erbil. Convergent hostile-bloc reporting makes this near-certain; casualties unknown.

How stretched is the US?

  • DMDC figures cited by Iranian outlets show US wounded rising from 236 (30 July) to 268 (31 July).
  • Fox-sourced CSIS estimates: Patriot interceptors down from ~2,300 pre-war to under 827; THAAD from 452 to under 278. The Pentagon requested a $67bn supplemental including $18.2bn for missile replacement (Bloomberg).
  • Washington Post reported EUCOM's Gen. Grynkewich privately warned he lacks destroyers to protect Israel and the homeland simultaneously. Al-Monitor/Fars/Rudaw report Patriots and the aerostat being pulled from Erbil under the 30 September Iraq drawdown.

Is diplomacy alive?

  • Iran's army spokesman said Trump "violated the Islamabad MoU after only 20 days" and that Tehran used the period to develop weapons; the MFA invoked Article 51.
  • CNN cited an official saying resumption of direct talks is not imminent. Israeli Channel 13 quoted a mediating state: "closer to an attack than a deal."
  • Al-Akhbar (single-source, pro-Axis) detailed Iran's preferred Hormuz model: entry via Iranian waters, exit via Omani plus shared waters. Tehran rejected Oman's 50/50 proposal.

What are markets pricing?

  • Brent fell 4.09% on the week to 87.93 (IRNA/Investing), with an intraweek 94.49 high and 80.67 low: episodic disruption, not closure.
  • Exxon and Chevron flagged sustained tight diesel/product supply. US pump prices are ~$4.10/gal; Bloomberg reported 73% of voters blame Trump.
  • Türkiye's Bayraktar confirmed a one-year Kirkuk-Ceyhan deal at up to 750,000 bpd, the main bearish offset. Moody's moved MENA sovereigns to negative.
  • Israel escalated demolitions across at least nine southern villages; NNA reported ~600 olive trees uprooted in Zawtar al-Sharqiyeh. The UN voiced "deep concern."
  • The IDF confirmed an officer moderately wounded on Ali al-Taher ridge, the first acknowledged infantry contact in some time; Hezbollah casualties are Israeli-claimed only.
  • Round 7 of Lebanon-Israel talks begins Tuesday in Rome for three days.

What to watch next (24-72 hours)

  • Whether strikes begin before Monday's market open; CBS reported discussion of concluding beforehand.
  • Whether any Gulf energy asset (not just government buildings) is struck.
  • Rome round 7: demolition pause, pilot-deployment zones, repeat contact at Ali al-Taher.
  • LNG insurance quotes, Qatari loading schedules, and whether Ceyhan actually flows.
  • Tanker inflows to Ben Gurion, Erbil Patriot withdrawal, new DMDC casualty jumps.
  • Rial through 200k (currently ~193,500-196,000), further executions, and whether Hormozgan evacuation denials hold.
