Washington signals imminent Hormuz-only deal as Brent breaks below $80 despite ongoing strikes

Washington moved publicly toward a Hormuz-only arrangement on Tuesday and markets believed it: Treasury Secretary Bessent said a deal could come "today or tomorrow," Rubio confirmed "progress... nothing final," Qatar said draft texts are circulating, and Bloomberg reported Trump gave Tehran until end-of-Tuesday or face "devastating strikes." Brent settled down 5.26% at $79.36, the first close under $80 since 13 July. Substance has not converged, and the kinetic tempo did not stop.

Where does the diplomacy actually stand?

  • Iran insists talks are bilateral with Oman only; spokesman Baghaei said "no negotiations have been held with the United States." Qatar's MFA says drafts were exchanged, no agreement, and no direct US-Iran talks are planned.
  • Per WSJ (single-outlet), Iran demands transit-fee rights, attack guarantees, an end to the naval blockade and sanctions relief; the US and regional governments rejected the fee demand. A White House official told Al Jazeera any temporary lanes would be "without obstacles, permits, approvals or fees."
  • Two workarounds surfaced: a Telegraph-reported voluntary Malacca-style services fund, and Bloomberg reporting Iran weighing European participation in demining, conditional on IRGC sign-off.

Did the shooting stop?

  • The Liberia-flagged, Greek-operated bulk carrier Minoan Pioneer was struck northeast of Oman: engine-room impact, accommodation fire, crew abandoned ship, one seafarer missing. Cross-bloc corroborated on the event, uncorroborated on attribution; no claim of responsibility.
  • CENTCOM's tally rose to 45 vessels diverted, 2 disabled, 2 boarded, and asserted the southern route "remains open"; Iranian channels called that false. Kpler/Bloomberg counted only six smaller vessels transiting Monday.

How constrained is US firepower?

  • War Secretary Hegseth publicly denied the CNN chyron without figures; CBS corroborated long-range depletion. Treat percentages as soft, the constraint as real.

What did markets and Aramco reveal?

  • S&P 500 and Dow closed at records (Dow +1,000). Goldman puts Gulf exports at about 36% of pre-war levels and Brent in an $80 to $90 band.
  • Aramco posted Q2 net profit of $32.69bn, up 44%, while CEO Nasser called the closure "the largest oil supply shock in history": 2.6bn barrels withheld, about 100mn bbl/week lost, 18 months or more to refill inventories.

What happened on the Lebanon track?

  • Rome round 7 opened, running to 6 August, covering pilot zones, verified Hezbollah disarmament and Israeli redeployment.
