Iran says Hormuz stays closed as Qatar and Pakistan probe MoU revival
||4 min read
Iranian Deputy FM Kazem Gharibabadi declared on the record that the Strait of Hormuz "remains closed," that any transit occurs "in coordination with Iranian authorities," and that the Oman transit understanding will not be implemented until Washington delivers on the Islamabad MoU. New today: Gharibabadi said Qatar and Pakistan are exploring a return to the MoU's implementation, the first concrete mediation signal since the White House declared the accord dead. It lands against a coordinated US six-month victory narrative.
What is actually happening in the strait?
Gharibabadi's remarks were cross-bloc corroborated as a statement, not as fact, carried by IRNA, Mehr, Tasnim, Al Mayadeen, LBCI and Ahed between 19:04 and 19:44Z. IRGC Navy separately called the US "open strait" claim an "attempt to influence oil prices" (LBCI, 04:58Z); an Iranian security source told Press TV the southern-route claims are "psychological warfare."
US position is single-source (administration): Stephen Miller said Iranian naval, air and command structures are "ended," mines cleared, roughly 1,500 vessels and 750m bbl escorted, Iranian exports at zero.
CENTCOM's 28 Aug tally (82 vessels redirected, 3 disabled, 2 boarded) is the one figure both blocs reproduce identically, so treat it as the firmest datapoint.
The IMO Secretary-General's ~400 ships and ~6,000 seafarers stranded figure was recycled via CBS; NYT put daily transits at ~12 versus ~130 pre-war. Working assessment: a degraded, convoy-dependent, US-escorted trickle. A single unconfirmed report (me_observer_TG, 21:53Z) of IRGC missiles fired at "violating ships" has no corroboration and no UKMTO entry.
What do the numbers say about Iran's solvency?
No Brent print in the feed for a second day, the most important missing number.
Fars and other outlets, citing Petroleum Ministry sources, claim 99% of budgeted oil revenue realised in four months and $7.5bn in oil FX delivered to the central bank, covering needs through December-January. State-sourced, unverifiable, and directly contradicting the US "exports zero" line.
Ghalibaf called Bessent "a liar," citing a Moody's Analytics-attributed $130bn war cost and a ~5.3% 30-year Treasury yield.
Where is the sanctions campaign biting?
The UAE central bank opened an inspection of Banque Misr's UAE branch roughly nine hours after Treasury's designation (cross-bloc corroborated: LBCI, Fars, IRIB, jangaavaran). Treasury's $1.8bn/103-companies figure is not independently verified.
Still no Chinese bank designated; that remains the threshold to watch.
How exposed is Iran domestically?
Fars (single-source) reports Pezeshkian rejected VP Saqab's ID-code scheme, keeping three tiers with the third rising incrementally to 10,000 tomans every three months: deliberate unrest mitigation.
Tasnim admitted Tehran's north-east and north-west fuel depots were knocked out entirely, Rey at ~30% capacity, consumption 26-27m litres/day.
Dollar at 204,000-206,000 tomans; CBI sold only $20m of a $500m FX package; August CPI +3.4% m/m, 89% point-to-point.
Is Lebanon escalating?
Four Israeli airstrikes on the Ali al-Taher heights, plus strikes across Nabatieh al-Fawqa, Mansouri, Houla and Markaba (cross-bloc corroborated).
Berri told Asharq al-Awsat he wants UNIFIL replaced by a new UN-flagged force built on US-European consensus.
Mehr (citing Al-Manar) says Israel shelved a ground assault fearing Iranian retaliation; Channel 12 says no Iranian commanders are trapped. Low confidence on the Al-Manar claim.
What to watch next (24-72 hours)
Whether Doha or Islamabad publicly confirms an MoU revival track.
First designation of a Chinese financial institution.
Khamenei's Unity Week message Sunday: text-only versus audio/video.
Timing of the third-tier gasoline increase and whether phasing holds.
Whether Israel converts four days of air preparation at Ali al-Taher into a ground move.
Any US or French response to Berri's replacement-force proposal before the 17 Sept Paris LAF conference.
