US drafts three-day Iran strike plan despite Trump's midterm pledge

President Trump said on Truth Social he will not attack Iran before the 3 Nov midterms and called talks "productive." The same day, the NYT, WSJ and Barak Ravid of Axios reported a drafted three-day strike campaign, more naval assets heading to the region, and Israel being told operations are possible "within three weeks." Tehran will answer the US counter-proposal "within a few days." Brent settled up 4% at $104.28, according to Reuters.
Is the midterm pledge credible?
Trump (cross-bloc): no attack before 3 Nov; blockade stays "in full force"; "22 million barrels" crossed Hormuz overnight, none Iranian; "Iran will not have a nuclear weapon." At a San Antonio rally he called Iran "ready to give us anything" and joked about Iranian strikes on San Diego/LA, drawing criticism from California officials.
NYT (US officials): the Pentagon drafted a three-day campaign against missile/drone stocks, energy infrastructure, IRGC command centres and military sites. Vance led Camp David discussions; Trump rejected five earlier proposals; three carrier strike groups are expected by end-October.
WSJ: 12 US ships enforce the blockade; another carrier group and an expeditionary unit will join USS George Washington and 9 destroyers; more regional air defence is under study.
Barak Ravid of Axios reported an Israeli official saying the US told Israel operations are possible within three weeks. IDF chief Zamir, briefed two days earlier, warned Iranian missile fire could delay the 27 Oct election. Ravid recalled that Trump claimed indecision in June 2025 after already deciding.
Assessment: the pledge is single-actor, reversible and low-confidence. Force flow is independently reported by three outlets.
Losses (cross-bloc, via CNN/congressional report): 81 US aircraft, helicopters and drones destroyed or damaged, about $3.3bn, below the Pentagon IG's "up to $3.7bn." Araghchi cited 81 to rebut a US "42."
Where do talks stand?
Araghchi: Iran submitted a "7-day plan" via mediators, is reviewing the US response, and will reply "within a few days." Iran is "more prepared than before" if attacked.
NBC: indirect talks were held in New York this month; single-outlet, not denied.
AEOI chief Eslami: no surrender of enrichment or stockpile; inspections "not possible" without security guarantees; nuclear negotiations "not on the agenda." This contradicts Araghchi.
Putin (cross-bloc) told Pezeshkian Iran is making "genuine efforts," Russia is "ready to do everything," and trade is up 21%. He sent regards to Mojtaba Khamenei, who has issued only a written Police Week message and still lacks visual proof-of-life. Pezeshkian: Iran "will not leave the negotiating table."
Is Hormuz opening or closing?
WSJ: 10 tankers attacked 28 Sep to 4 Oct, a weekly record, consistent with Reuters' earlier count of at least 12. UKMTO mapping suggests ~15 were struck 28 Sep to 8 Oct. UKMTO reported, after a delay, a 6 Oct tanker hit with no casualties; a second 6 Oct hit is single-source.
Kpler (Reuters): 7 cargo ships crossed Tuesday, a 2-month low and the only third-party figure. Rubio says the southern corridor is de-mined at ~80% of pre-war levels; CENTCOM says partners moved ~1.25bn bbl "in recent months," Iran zero.
Unverified: an Emirati VLCC reportedly hit off Fujairah (single-source, no Emirati confirmation); a satellite-visible fire ~30nm east of Fujairah, possibly the same event. Fars, citing "military sources," reported mine blasts in the southern passage at ~20:05Z and ~22:27Z (Iranian-only claim).
VP Mokhber: no opening "under any circumstances" until Iran's issues are resolved. IRGC deputy Izadi: under "control of Islam's combatants." Ebn al-Reza: "yesterday Gulf of Oman, today Indian Ocean."
Tolls: a Kpler analyst suspects Qatar, Kuwait and the UAE pay Iran 10 to 20% of cargo value (inference). NYT says Chinese firms paid Iran, calling Trump's "no Iranian oil" claim "questionable." Neither is documented proof.
OFAC designated 6 individuals (5 Indian, 1 Turkish), 27 entities and 22 vessels; the US estimates ~20m bbl of Iranian crude stranded near China/Singapore.
How are markets pricing it?
Reuters: Brent $104.28 (+4%), WTI $91.49, intraday above $105 after Trump's post; drivers are Hormuz, the Riyadh strikes and war-planning reports.
Bloomberg: US-Asia VLCC fixture ~$77m vs $9.2m in 2025. Oil executives told Reuters spare capacity is "nearly used up." No IEA release update.
How badly was Riyadh hit?
Saree claimed cruise missiles on KKIA and ballistic missiles on Najran airport and Khamis Mushait; the Saudi coalition confirmed interceptions over Riyadh and Khamis.
Reuters/AFP (3 sources): at least one Saudia aircraft "severely damaged," reported as an A310, a type Saudia is not known to operate. Imagery suggests three aircraft hit, one destroyed. Civil Defense: debris damaged a kindergarten and clinics. Damage is cross-bloc corroborated; toll unconfirmed.
Cirium: ~49.7% of Riyadh departures cancelled. Lufthansa Group suspended until 16 Oct; Air India, IndiGo, Akasa and PAL suspended. Najran and Jizan closed ~53 to 60h, Yanbu ~30h (single-source). UK, Canada and US issued warnings. France (~2,000 troops) is studying Yanbu protection.
Saudi strikes hit Hodeidah airport, Bani Matar, Yarim (reportedly the first in years), al-Bayda and Saada; a Dhamar petrol station strike killed 1 civilian, wounded 3. The Houthi Health Ministry reported 2 wounded in Sanaa factory strikes.
Unverified: satellite heat signatures at an Aramco site south of Riyadh, Rabigh and Abqaiq (8 points), no Saudi confirmation; Houthi Akinci shootdown claim is self-reported.
Taiz (contested): al-Akhbar claims most of Jabal Habashi, al-Masrakh and al-Salu; Islah's Ahmed Othman denied surrender talks; internet cuts reported. The PLC side claims 1,729 strikes and 1,370 fighters "neutralised" (below an earlier 1,798, basis unclear); Houthis claim 8,000+ km² since September.
Is the Mecca pact going kinetic?
NYT (Pakistani military official): Pakistani jets are striking Houthis. Information Ministry: "fake and fabricated"; the Army confirms troops in Saudi Arabia but no combat role. Contested.
Fidan: the pact is "defensive," with no Turkish offensive troops; air-defence support is under study. Syrian officials again denied the Axios troop report.
What else moved?
Iraq: two drones hit Iranian Kurdish group Khebat's Kawrgosk camp base in Erbil, confirmed by the Kurdistan Region CT directorate and Khebat, no casualties; Al Arabiya called it the first such strike since the US withdrawal. A second wave near Koye was reported. IRGC attribution and a "new opposition weapons" rationale come only from Iran-aligned sources; no IRGC claim. Baghdad rejected handing ~4,000 Syrian ISIS detainees to Damascus.
Lebanon: cross-bloc reports of heavy strikes across the south, reported phosphorus in Zawtar, and demolitions. IDF Capt. Eliav Tzafalamus died in a Humvee rollover; a grenade accident injuring 2 may be separate. Aoun told Sen. Lankford Israel is violating the "Framework Agreement." Lebanon-Israel talks at CENTCOM Tampa, 20 to 22 Oct, are single-source. Hezbollah-linked sources told LBCI $200m in Iranian funding is for reconstruction; State calls it "fabricated," conflicting with Reuters. PM Salam presented a ~$7bn 2027 budget with no new borrowing.
Iran: a deadly attack on Army personnel near Nikshahr (no figures); Fariab police chief Maj. Mehdi Jamshidi was shot dead (abuse allegations disputed). The Defence Ministry claims 2.5x wartime arms output; Akhlaghi's defence-minister bid is being promoted.
Israel: Saar declared the UK's East Jerusalem consulate closed; Miliband says it continues as "British Mission, Jerusalem" with 7 diplomats (down from 27), no retaliation (compromise detail single-source).
