Iran rebuffs US reply as Munir mission stalls and strike risk rises
Iranian leaders restated their "seven conditions" to Pakistan's army chief, Field Marshal Asim Munir, in Tehran on 20 Oct, with no public movement. The Foreign Ministry disclosed for the first time that a US reply to Iran's 7-point/7-day proposal arrived via Qatar and was "insufficient and incomplete." The IRGC also claimed mine strikes on three tankers, which CENTCOM called false. Diplomacy is stalled, and strike risk is rising before Israel's 27 Oct election and the 3 Nov US midterms.

What did Tehran tell Munir?
Munir met Pezeshkian, Qalibaf, Rezaei and Araghchi (cross-bloc confirmed). Qalibaf said: "We have no new words." Pezeshkian said pressure and sanctions must lift before negotiation, and MP Qashqavi said nuclear issues were "absolutely not on the agenda."
SNSC secretary Mohsen Rezaei said: "Not a single particle of enriched material will leave Iran." That sharply undercuts the HEU-to-Russia swap rumour. A Tabnak report that he snubbed Munir was debunked within the hour by IRNA's Sara Massoumi and by Fars.
Fars (one source) says the trip was "almost cancelled" until Monday noon and was finalised as Brent neared $110. That implies market signalling, not a breakthrough.
Reuters, citing three senior Iranian officials plus one source, reports Tehran is deliberately slow-walking talks to deny Trump a pre-midterm win and believes he is prepared to resume strikes. This is the day's most credible signal.
What is in the US reply?
FM spokesman Baghaei said Iran holds to seven demands, including lifting the blockade and ending war "on all fronts," per the 18 June understanding. Araghchi (al-Ikhbariya) said Hormuz would fully reopen on day 6; the US "agreed" but sought undisclosed extra clauses, and Hormuz stays closed until the conditions are accepted.
This is Iranian official framing only; there is no US confirmation of the reply's content.
Al-Araby al-Jadeed (single-source, poor track record) reports a Qatar-Pakistan offer: interest, not principal, on $6bn held in Qatar in exchange for an unannounced IAEA visit. Tasnim denies reports of a sub-30-minute Qatari delegation visit to Tehran.
Did the IRGC hit tankers?
The IRGC claims (single-bloc, unverified) that two "violating" tankers hit mines and that a VLCC carrying more than 2m bbl struck a mine around 18:49Z and caught fire after allegedly switching off AIS. It also claims its 54th MQ-9 shootdown. Wide repetition of the statement is echo, not corroboration.
No vessel has been named, and UKMTO has reported no mine incident. Unverified footage suggests a USV strike rather than a mine.
A CENTCOM spokesman told Al Jazeera the strait is "completely open," that 95% of ships transit, and that Iran's attacks reflect "desperation."
Bessent said there has been no Kharg loading since August, put pressure at "12 out of 10," and said a "non-linear" phase would come within 4 to 8 weeks. Fox News (single-source) reports USS Theodore Roosevelt and the 13th MEU, about 10,000 personnel, will arrive by late November.
How did markets react?
Brent topped $110 to $111, a five-month high (cross-bloc, citing Reuters). It fell about $5 to $6 on the Al-Araby "deal" report, then partially rebounded after Bloomberg sources called it "inaccurate." There is no clean settle.
European gas rose above €89/MWh, the highest since winter 2022 (Al Jazeera, cross-bloc). The US SPR is at 282.7m bbl, the lowest since 1982 (Axis/Iranian sources).
Where does Lebanon stand?
Tampa talks resume Thursday. A single-bloc Lebanese account says Israel refused to withdraw and Lebanon rejected a joint committee; Al Jadeed called it "deadlock."
Katz (cross-bloc) ruled out withdrawal until Hezbollah is disarmed nationwide. He threatened an advance toward Nabatieh/Litani with annexation of the area.
How is the Saudi front escalating?
The coalition intercepted ballistic missiles fired at Riyadh twice, and Kingdom Tower was evacuated (cross-bloc). FII is postponed to 2027 (Reuters, Bloomberg).
Saree (unverified) named Al-Kharj (Prince Sultan AB) as an origin base for the first time. Turkey submitted the Turkey-Saudi-Pakistan "Mecca Pact" to parliament (cross-bloc).
What is shifting in Washington and Jerusalem?
Trump spoke of a "final decision… the nice way or the not-nice way." Netanyahu (single-source, self-serving) said regime collapse is now tasked to Mossad and the IDF.
Barak Ravid of Axios and N12 reported that Hegseth's visit was at Ovda, not Nevatim. Reuters/Ipsos puts Trump's approval at 31% (cross-bloc).
What to watch next (24-72 hours)
Strike window before 27 Oct: IDF readiness, CENTCOM movements and any Trump "final decision."
VLCC identification (IMO number, owner, UKMTO or insurer confirmation), and whether the cause was a mine or a USV.
Tampa round 2 Thursday: pilot zones, or movement on Katz's Nabatieh/Litani threat.
Witkoff-Putin on Wednesday: any Iran linkage (HEU, Bushehr, Gulf security).
Egypt's 26 Oct troop vote, UK Typhoon arrivals and Mecca Pact ratification.
